Ich denke mal ein Masterplan ist kein Parkplan für die Besucher, sondern eher der Parkplan für SixFlags in dem alles genaustens (berechnet) eingezeichnet ist.

A masterplan is a technical plan (or map) of the park. It's drawn as seen from above (vertically) and show every ride and building in it's exact size. Not a drawing like a regular parkmap.
I want that because I collect those...the best I have is probably the one of Six Flags Belgium. It's nice to see the lay-outs of all the coasters.
BTW: The PR is the Public Relations, everything the parks does with the public (the visitors)
